In his letter, Roosevelt, as Acting Secretary of the Navy, writes to a Mr. Lester Jones regarding a vacancy for acting chaplain within the Navy. In part: At the present time there is no vacancy for a candidate from the Episcopal church, but Rev. Mr. Riddle has been informed that his application is being retained on file, and in case an unexpected vacancy should occur through resignation, death, or retirement on account of physical disability, his application will receive careful consideration.
