Hall to be "Third Lieutenant" at the Revenue Service of the United States." Signed in black fountain pen by "U. S. Grant" as President of the United States and "George Boutwell" as Secretary of the Treasury. The document (16 x 12 inches), which is affixed to a thick backing, displays moderate toning and scattered spots of discoloration. Poor condition overall. Full LOA from James Spence/JSA.
